No this isn't a note, it's a comment. If you go to the top of the page and look right before the journal entry starts there is a row of buttons.

It will list General, Gallery, Scraps, Journal, Activity, and Send Note.

Click on the one that says "Send Note" (It will have a yellow note looking thing in it.)
